A DESMILITARIZAÇÃO DA POLÍCIA: ELEMENTOS TRANSDISCIPLINARES PARA A AFIRMAÇÃO DE UMA LÓGICA POLICIAL CONSTITUCIONAL

Resumo

O ensaio versa sobre a lógica militarizada que orienta a segurança pública no Brasil. O texto busca demonstrar que essa lógica é anterior à ditadura militar, ainda que nesse período tenha sido fortemente acentuada. No mesmo sentido, identifica-se na lógica militarizada de segurança pública uma clara confusão entre as funções de segurança interna e externa, com o consequente implemento da eliminação do “inimigo interno” no terreno da segurança pública. Ao final, propõe-se a inserção de critérios éticos materiais e constitucionais no trato da segurança pública no Brasil, com o consequente abandono da lógica militarizada.

ABSTRACT

The essay focuses on the militarized logic that guides public security in Brazil. The text seeks to show that this logic is prior to the military dictatorship, although in this period it has been heavily emphasized. Similarly, are identifies in the militarized logical of the public security a clear confusion between the roles of internal and external security, with the consequent implementation of the elimination of the “internal enemy” in the field of public safety. At the end, we propose the inclusion of materials ethical and constitutional criteria in the treat of public safety in Brazil, with the consequent abandonment of militarized logic.
